<p>بل تتغير عبر سلسلة من التحولات التي تعيد تشكيل طريقة عملها، وتوسع قاعدة المواهب فيها، وتعيد تعريف ما تعنيه القيادة الفاعلة.</p>
<p>ومن بين أبرز هذه التحولات في السنوات الأخيرة، اتساع حضور المرأة في المناصب القيادية والمهنية في العديد من المؤسسات في الدول العربية.</p>
<p>وغالباً ما يُنظر إلى هذا التحول من زاوية التمثيل.</p>
<p>لكن أثره يمتد إلى ما هو أبعد من ذلك.</p>
<p>فالمسألة لا تتعلق فقط بمن يشغل المواقع القيادية، بل بتوسيع قاعدة الكفاءات التي تستفيد منها المؤسسات في بناء مستقبلها.</p>
<p><strong><u>تحولات تفتح آفاقاً جديدة</u></strong></p>
<p>شهدت الدول العربية خلال السنوات الأخيرة استثمارات كبيرة في التعليم، وتنمية رأس المال البشري، وتمكين المشاركة الاقتصادية، ضمن مسارات تنموية تختلف من دولة إلى أخرى، لكنها تشترك في السعي إلى بناء مؤسسات أكثر قدرة على المنافسة والاستدامة.</p>
<p>وقد أسهمت هذه التحولات في توسيع الفرص المهنية أمام النساء في مجالات متعددة، مثل القطاع المالي، والقانون، والرعاية الصحية، والتقنية، والقطاع الحكومي، والتعليم العالي.</p>
<p>ومع اتساع قاعدة الكفاءات، أصبح من الطبيعي أن تتجه أعداد أكبر من النساء إلى مواقع الإدارة والقيادة.</p>

<p>وهذا لا يعني أن جميع القادة يفكرون بالطريقة نفسها، أو أن الاختلاف يرتبط بالجنس وحده.</p>
<p>بل يعني أن توسيع مصادر الخبرة والتجربة يثري النقاش، ويمنح المؤسسات قدرة أكبر على التعامل مع القضايا المعقدة من زوايا متعددة.</p>
<p>وتزداد أهمية ذلك في بيئات العمل التي تتسم بسرعة التغير، والتحول الرقمي، وتغير توقعات القوى العاملة، وتعقيد القرارات الاستراتيجية.</p>
<p>وفي مثل هذه البيئات، تصبح جودة القرار مرتبطة بقدرة المؤسسة على الاستفادة من كامل رصيدها من الكفاءات.</p>
<p><strong><u>القيادة تُبنى ولا تُفترض</u></strong></p>
<p>تشير كثير من الدراسات إلى وجود بعض الاتجاهات العامة في أساليب القيادة لدى النساء والرجال، إلا أن الفروق بين الأفراد غالباً ما تكون أكبر من الفروق بين المجموعات.</p>
<p>ولهذا، فإن السؤال الأهم ليس:</p>
<p>هل تقود النساء بطريقة مختلفة؟</p>
<p>بل:</p>
<p>كيف نهيئ البيئة التي تمكن جميع القادة من تطوير أفضل ما لديهم؟</p>
<p>فالقيادة لا تُختزل في أسلوب واحد، ولا في مجموعة صفات ثابتة.</p>
<p>بل تتشكل من خلال التعلم، والخبرة، وجودة الفرص التي تتيحها المؤسسات لقادتها.</p>
<p><strong><u>بناء منظومة قيادية أكثر اتساعاً</u></strong></p>
<p>إن ازدياد حضور المرأة في المواقع القيادية ليس محطة نهائية، بل جزء من تحول مستمر تشهده مؤسسات كثيرة في الدول العربية.</p>
<p>فكلما اتسعت مسارات التطور المهني، وتعززت شبكات الإرشاد والتوجيه، وتنوعت الخبرات القيادية، ازدادت قدرة المؤسسات على بناء خطوط قيادية أكثر قوة واستدامة.</p>
<p>وهذا لا يرتبط بالنساء وحدهن.</p>
<p>بل يرتبط بقدرة المؤسسة على اكتشاف الإمكانات القيادية أينما وجدت، والاستثمار فيها بصورة منهجية.</p>
<p><strong><u>القيادة تتجاوز التصنيفات</u></strong></p>
<p>في النهاية، لا تُقاس القيادة بالجنس.</p>
<p>بل بجودة الحكم، ونزاهة الممارسة، والقدرة على التفكير الاستراتيجي، وتحفيز الآخرين نحو تحقيق أهداف مشتركة.</p>
<p>وإذا كان حضور المرأة في القيادة يتسع اليوم في العديد من المؤسسات في الدول العربية، فإن ذلك يعكس اتساعاً في فهمنا لمكان وجود الكفاءات القيادية، وليس تغيراً في تعريف القيادة نفسها.</p>
<p>فالمؤسسات التي ستنجح في المستقبل لن تكون تلك التي تبحث عن قائد يشبه من سبقه.</p>
<p>بل تلك التي تمنح الفرصة لكل من يمتلك القدرة على القيادة.</p>
<p>لأن مستقبل القيادة لا يقوم على استبدال فئة بأخرى، بل على الاستفادة من كامل الطاقات والكفاءات المتاحة.</p>
<p>وفي عالم يزداد تعقيداً، لم يعد ذلك خياراً.</p>

<p>لكن الواقع لا يسير دائماً بهذه الصورة.</p>
<p>فالأسواق تتغير بسرعة، والظروف الاقتصادية يعاد تشكيلها، والمتغيرات السياسية والإقليمية قد تعيد ترتيب الأولويات خلال فترة قصيرة. وحتى المؤسسات الأكثر استقراراً قد تجد نفسها مضطرة إلى اتخاذ قرارات لم تكن ضمن خططها.</p>
<p>في مثل هذه الظروف، لا يُختبر القائد بقدرته على تنفيذ الخطة فقط.</p>
<p>بل بقدرته على قيادة الآخرين عندما تصبح الخطة نفسها بحاجة إلى مراجعة.</p>
<p><strong><u>الثبات لا يعني اليقين</u></strong></p>
<p>في أوقات عدم الاستقرار، يتطلع العاملون إلى قادتهم بحثاً عن الطمأنينة.</p>
<p>وكثيراً ما يُفهم ذلك على أنه دعوة إلى إظهار الثقة المطلقة.</p>
<p>لكن الثقة ليست دائماً ما يحتاجه الموقف.</p>
<p>فالقيادة في مثل هذه الظروف تبدأ بالثبات.</p>
<p>والثبات لا يعني امتلاك جميع الإجابات، بل القدرة على إدارة ردود الفعل قبل إدارة الآخرين.</p>
<p>فالقائد المتزن لا يتجاهل المخاطر، ولا يبالغ في تضخيمها.</p>
<p>ويميز بين ما يستدعي قراراً سريعاً، وما يحتاج إلى وقت لفهمه بصورة أعمق.</p>
<p>ولهذا، فإن الثبات ليس سمة شخصية يمتلكها بعض القادة دون غيرهم.</p>
<p>بل ممارسة قيادية واعية، تؤثر في قدرة المؤسسة بأكملها على التفكير والتصرف بهدوء.</p>
<p><strong><u>عندما لا تكتمل الصورة</u></strong></p>
<p>نادراً ما تتوافر جميع المعلومات عند اتخاذ القرارات المهمة.</p>
<p>وفي أوقات التقلب، تصبح هذه الحقيقة أكثر وضوحاً.</p>
<p>فالبيانات قد تكون ناقصة، أو متناقضة، أو تتغير بصورة مستمرة.</p>
<p>والانتظار حتى تكتمل الصورة قد يعني ضياع فرصة مهمة.</p>
<p>لكن اتخاذ القرار بسرعة، دون فهم كافٍ، قد يخلق مشكلات أكبر.</p>
<p>وهنا يظهر دور الحكم التقديري.</p>
<p>فالقرار الجيد لا يعتمد على البيانات وحدها، ولا على الحدس وحده.</p>

<p>ولهذا، لا يتعلق التواصل في الأزمات بكمية ما يقال.</p>
<p>بل بما يمنحه من وضوح، واتساق، وإحساس بأن المؤسسة ما زالت تُقاد بثبات.</p>
<p>فالطمأنينة لا تعني التقليل من حجم التحديات.</p>
<p>بل تعني إظهار أن هناك من يتولى مسؤولية التعامل معها.</p>
<p><strong><u>القيادة لا تبدأ عند القائد</u></strong></p>
<p>تكشف فترات عدم الاستقرار أيضاً مدى قوة المؤسسة نفسها.</p>
<p>فالمؤسسات التي تعتمد بصورة كاملة على شخص واحد في اتخاذ القرار، قد تجد نفسها أقل قدرة على الاستجابة عندما تتسارع الأحداث.</p>
<p>أما المؤسسات التي بنت آليات واضحة لاتخاذ القرار، ووزعت المسؤوليات، واستثمرت في إعداد القيادات، فتكون أكثر قدرة على التكيف.</p>
<p>ولهذا، لا يمكن فصل القيادة عن النظام الذي تعمل داخله.</p>
<p>فالقيادة ليست جهداً فردياً فقط.</p>
<p>بل هي نتيجة لمنظومة كاملة تدعم جودة القرار، وسرعة الاستجابة، والثقة المتبادلة.</p>
<p><strong><u>من الأداء إلى القدرة على التكيف</u></strong></p>
<p>تركز كثير من برامج تطوير القيادات على تحسين الأداء في الظروف الطبيعية.</p>
<p>لكن الفترات المضطربة تغير السؤال.</p>
<p>فلم يعد السؤال:</p>
<p>كيف نحقق أداءً أفضل؟</p>
<p>بل:</p>
<p>كيف نحافظ على جودة الأداء عندما تتغير الظروف؟</p>
<p>وهنا تصبح القدرة على التكيف أكثر أهمية من الالتزام بالخطة.</p>
<p>فالتكيف لا يعني التخلي عن الاتجاه.</p>
<p>بل تعديل الوسيلة مع الحفاظ على الهدف.</p>
<p>وهذا يتطلب نضجاً في التفكير، وقدرة على الموازنة بين الحذر والاستمرار، وبين الاستجابة السريعة وعدم التسرع.</p>
<p><strong><u>عندما يصبح الثبات هو الإنجاز</u></strong></p>
<p>في أوقات الاستقرار، قد تُقاس القيادة بالنمو، أو بمعدلات الإنجاز، أو بسرعة تنفيذ المبادرات.</p>
<p>أما في أوقات اللايقين، فتتغير معايير النجاح.</p>
<p>فيصبح الثبات إنجازاً.</p>
<p>ويصبح حسن التقدير ميزة قيادية.</p>
<p>وتصبح القدرة على الحفاظ على اتساق المؤسسة، بينما تتغير الظروف من حولها، أحد أهم اختبارات القيادة.</p>
<p>فالنماذج القيادية يمكن أن تُعد القادة للتعامل مع التعقيد.</p>
<p>لكن لحظات اللايقين هي التي تكشف ما إذا كانت تلك المعرفة قد تحولت إلى سلوك.</p>
<p>وفي النهاية، لا يُقاس القائد في الأوقات الصعبة بمدى ثقته في المستقبل، بل بقدرته على مساعدة الآخرين على عبوره.</p>

<p>ومع توسع الاعتماد على التدريب التنفيذي، برز سؤال أكثر أهمية من اختيار المنهجية المناسبة:</p>
<p>كيف يمكن أن يحقق التدريب التنفيذي أثراً مستداماً في المؤسسات؟</p>

<p><strong><u>الثقة&#8230; قبل أي شيء آخر</u></strong></p>
<p>يقوم التدريب التنفيذي في كثير من النماذج العالمية على الحوار الصريح، والتغذية الراجعة المباشرة، ومناقشة نقاط القوة والجوانب التي قد لا يراها القائد في نفسه.</p>
<p>لكن هذه الحوارات لا تبدأ بمجرد انعقاد الجلسة الأولى.</p>
<p>ففي كثير من المؤسسات في الدول العربية، لا ترتبط مكانة القائد بما يتخذه من قرارات فحسب، بل أيضاً بالصورة التي يعكسها أمام الآخرين، وبالثقة التي يرسخها مع من حوله.</p>
<p>ولهذا، فإن الحديث عن التحديات أو مواطن عدم اليقين قد يتطلب قدراً كبيراً من الثقة قبل أن يصبح ممكناً.</p>
<p>وهذا لا يعني أن القادة أقل استعداداً للتطوير أو أقل انفتاحاً على التعلم.</p>
<p>بل يعني أن جودة العلاقة بين المدرب والقائد تمثل جزءاً أساسياً من نجاح عملية التدريب نفسها.</p>

<p>ودون ذلك، قد تبقى الجلسات مهنية ومهذبة&#8230; لكنها لا تصل إلى العمق الذي يصنع التغيير.</p>
<p><strong><u>بين الطموح والواقع التنظيمي</u></strong></p>
<p>من أكثر التحديات التي تظهر في التدريب التنفيذي، الفجوة بين ما يسعى التدريب إلى تطويره، وما تسمح به بيئة العمل فعلياً.</p>
<p>فكثير من جلسات التدريب تركز على التمكين، وتوزيع الصلاحيات، وتعزيز المبادرة، وتشجيع الحوار المفتوح. وهي جميعها ممارسات قيادية مهمة.</p>
<p>لكن بعض القادة يعملون داخل مؤسسات تتسم بمركزية أعلى في اتخاذ القرار، أو تخضع لاعتبارات تنظيمية تجعل مساحة الحركة أكثر محدودية.</p>

<p>كيف يغير القائد المؤسسة؟</p>
<p>بل:</p>
<p>كيف يصبح أكثر فاعلية داخل الواقع الذي يعمل فيه؟</p>
<p>هذا التحول في طريقة التفكير يجعل التدريب التنفيذي أكثر ارتباطاً بالواقع، وأكثر قدرة على مساعدة القائد في تحقيق أثر ملموس.</p>
<p>فالنمو لا يعني دائماً إعادة تصميم النظام.</p>
<p>وأحياناً، يعني فهمه بعمق أكبر، والعمل ضمنه بفاعلية أعلى.</p>
<p><strong><u>التأثير يبدأ بالعلاقات</u></strong></p>
<p>في كثير من المؤسسات في الدول العربية، لا يقوم التأثير على الصلاحيات الرسمية وحدها.</p>
<p>بل يتشكل أيضاً من خلال الثقة، والعلاقات، وفهم توقعات أصحاب المصلحة، والقدرة على إدارة هذه العلاقات مع مرور الوقت.</p>
<p>ولهذا، فإن التدريب التنفيذي الذي يركز فقط على تطوير الكفاءات الفردية قد يغفل جانباً بالغ الأهمية من القيادة.</p>
<p>فالأسئلة التي يطرحها القادة في الجلسات لا تتعلق دائماً بكيفية التواصل بصورة أفضل، بل كثيراً ما تكون من قبيل:</p>

<li>كيف أقود التغيير دون أن أفقد ثقة من حولي؟</li>
<li>كيف أطرح وجهة نظر مختلفة دون أن أُحدث انقساماً داخل الفريق؟</li>

<p>هذه ليست أسئلة تقنية.</p>
<p>بل أسئلة ترتبط بالسياق الذي يعمل فيه القائد، وبالطريقة التي تُفسر بها سلوكياته داخل المؤسسة.</p>
<p><strong><u>قيادة تتعامل مع أكثر من سياق</u></strong></p>
<p>تتسم بيئات العمل في الدول العربية بدرجة عالية من التنوع. ففي المؤسسة الواحدة قد يعمل قادة وموظفون من خلفيات ثقافية مختلفة، ومن أجيال متعددة، ولكل منهم تصور مختلف حول القيادة الفاعلة.</p>
<p>ولهذا، لا يقتصر دور التدريب التنفيذي على تطوير مهارات القائد، بل يمتد إلى مساعدته على التنقل بين هذه التوقعات المختلفة.</p>
<p>فقد يحتاج القائد إلى تعديل أسلوب تواصله، أو طريقة تأثيره، أو إيقاع قراراته، بحسب المواقف، والأشخاص، وطبيعة العلاقة معهم.</p>
<p>ولا يعني ذلك التخلي عن هويته القيادية.</p>
<p>بل توسيع نطاق مرونته السلوكية، بحيث يستطيع التكيف مع اختلاف السياقات دون أن يفقد اتساقه أو مصداقيته.</p>
<p><strong><u>ما يصنع الفارق ليس المنهجية&#8230; بل الحكم التقديري</u></strong></p>
<p>توفر برامج إعداد المدربين التنفيذيين كثيراً من الأدوات والأساليب، من نماذج طرح الأسئلة، إلى أدوات التقييم، وأساليب التغذية الراجعة.</p>
<p>لكن ما يصنع الفارق في الممارسة ليس امتلاك الأدوات وحدها.</p>
<p>بل القدرة على استخدامها في التوقيت المناسب.</p>
<p>متى يكون الوقت مناسباً لطرح سؤال عميق؟</p>
<p>ومتى يكون من الأفضل إعادة صياغة الفكرة؟</p>
<p>ومتى يحتاج المدرب إلى التوقف والاستماع أكثر من الحديث؟</p>

<p>ولهذا، فإن المؤسسات التي تحقق أكبر استفادة من التدريب التنفيذي لا تتعامل معه باعتباره خدمة موحدة يمكن تطبيقها بالطريقة نفسها في كل مكان.</p>
<p>بل تنظر إليه كتدخل مهني يُصمم بعناية، وينطلق من الواقع التنظيمي والثقافي الذي يعمل فيه القائد.</p>
<p><strong><u>نحو تدريب تنفيذي أكثر ارتباطاً بالواقع</u></strong></p>
<p>مع تزايد الاهتمام بالتدريب التنفيذي في الدول العربية، ستظل المنهجيات العالمية تمثل مصدراً مهماً للمعرفة.</p>
<p>لكن الأثر الحقيقي لن يتحقق من خلال نقل أفضل الممارسات كما هي.</p>
<p>بل من خلال فهمها، وتكييفها، وتطبيقها بما ينسجم مع واقع المؤسسات والقادة الذين نعمل معهم.</p>
<p>فأساليب التدريب التنفيذي يمكن نقلها.</p>
<p>أما نجاحها، فيعتمد دائماً على فهم السياق الذي تُمارس فيه.</p>
<p>وفي القيادة، كما في كثير من مجالات التطوير، يبقى السياق عاملاً حاسماً في صنع الأثر.</p>

										<content:encoded><![CDATA[<p>شهدت العقود الأخيرة تطوراً كبيراً في مجال تطوير القيادات، وأصبحت المؤسسات في مختلف أنحاء العالم تعتمد على نماذج وأطر علمية تستند إلى عقود من البحث والتطبيق. وقد أسهمت هذه النماذج في بناء برامج تطوير أكثر منهجية ووضوحاً، كما وفرت لغة مشتركة لفهم السلوك القيادي وتقييمه.</p>
<p>ولا تكمن المشكلة في الاستفادة من هذه النماذج.</p>
<p>بل تبدأ عندما يقتصر التعامل معها على نقلها كما هي، دون التساؤل عن مدى ملاءمتها للسياق الذي ستُطبق فيه.</p>
<p>فعلى امتداد سنوات عملي، لم أجد أن برامج تطوير القيادات تفشل لأنها تفتقر إلى الجودة أو إلى الأسس العلمية. بل إن كثيراً منها كان مصمماً بعناية، ويستند إلى أفضل الممارسات العالمية. لكن ما كان يغيب في أحيان كثيرة هو مواءمة هذه البرامج مع الواقع الثقافي والتنظيمي الذي يعمل فيه القادة.</p>
<p>وهذه ليست مسألة هامشية.</p>
<p>بل قد تكون العامل الذي يحدد ما إذا كان البرنامج سيترك أثراً حقيقياً، أم سيظل تجربة تدريبية جيدة لا تنعكس على الممارسة اليومية.</p>
<p><strong><u>القيادة لا تُقاس بالسلوك فقط&#8230; بل بكيفية تفسيره</u></strong></p>
<p>لا تكتسب السلوكيات القيادية معناها بمعزل عن البيئة التي تُمارس فيها. فما يُنظر إليه على أنه قيادة فاعلة في سياق معين، قد يُفسر بصورة مختلفة تماماً في سياق آخر.</p>
<p>لنأخذ التواصل مثالاً.</p>
<p>تركز كثير من النماذج العالمية على الشفافية، والصراحة، والقدرة على التعبير المباشر عن الرأي، بوصفها مؤشرات على القيادة الفاعلة. وفي بعض البيئات، ترتبط هذه السلوكيات بالثقة والحسم. أما في بيئات أخرى، فقد تُفهم بصورة مختلفة، وقد تؤثر في التوازنات والعلاقات التي يقوم عليها العمل.</p>
<p>وفي العديد من المؤسسات في الدول العربية، لا تستند القيادة إلى السلطة الرسمية وحدها، بل تتشكل أيضاً من خلال الثقة، والعلاقات، والقدرة على فهم التوقعات الاجتماعية والتنظيمية.</p>
<p>ولهذا، فإن نجاح القائد لا يعتمد فقط على جودة قراراته، بل أيضاً على الطريقة التي تُستقبل بها هذه القرارات من قبل الآخرين.</p>
<p>وعندما تركز برامج التطوير على السلوكيات القيادية بمعزل عن كيفية تفسيرها داخل المؤسسة، فإنها قد تُخرج قادة يمتلكون المهارات المطلوبة، لكنهم يجدون صعوبة في توظيفها بفاعلية داخل بيئاتهم.</p>
<p>فالقضية ليست من هو على صواب ومن هو على خطأ.</p>
<p>بل مدى ملاءمة السلوك للسياق الذي يُمارس فيه.</p>
<p><strong><u>عندما تصطدم برامج التطوير بواقع المؤسسة</u></strong></p>
<p>من أكثر الأنماط التي ألاحظها في برامج تطوير القيادات، الفجوة بين ما يُطلب من القادة تعلمه، وما تسمح لهم مؤسساتهم بتطبيقه.</p>
<p>تدعو البرامج الحديثة إلى تمكين الفرق، وتوزيع الصلاحيات، وتشجيع الحوار المفتوح، وتقديم التغذية الراجعة إلى المستويات الإدارية الأعلى. وجميعها ممارسات مهمة، بل وضرورية في كثير من الحالات.</p>
<p>لكن الواقع التنظيمي لا يكون دائماً مهيأً لتطبيقها.</p>
<p>ففي بعض المؤسسات، لا تزال عملية اتخاذ القرار شديدة المركزية، كما أن الاعتبارات التنظيمية أو السياسية قد تحد من مساحة المبادرة أو النقاش.</p>
<p>وهنا يعود القائد من البرنامج التدريبي مقتنعاً بما تعلمه، لكنه يكتشف أن بيئة العمل لا تمنحه المساحة الكافية لممارسته.</p>
<p>ومع مرور الوقت، تنشأ فجوة صامتة بين ما يُكافأ داخل قاعة التدريب، وما يُكافأ داخل المؤسسة.</p>
<p>وحينها، تصبح برامج التطوير طموحة في أهدافها، لكنها محدودة في أثرها.</p>
<p>وربما يكون السؤال الأهم هو:</p>
<p>هل نطور سلوكيات قيادية بمعزل عن الواقع، أم نطور قيادات قادرة على النجاح داخل أنظمتها؟</p>
<p><strong><u>تعقيد لا تصنعه الثقافة وحدها</u></strong></p>
<p>لا يقتصر التنوع في المؤسسات العاملة في الدول العربية على اختلاف الخلفيات الثقافية، بل يمتد أيضاً إلى اختلاف الأجيال، والخبرات، وأنماط القيادة.</p>
<p>فالقادة الشباب قد يتوقعون تواصلاً أكثر انفتاحاً، ومسارات أسرع للنمو المهني، بينما قد يكون لدى القيادات الأكثر خبرة تصورات مختلفة تشكلت عبر سنوات من العمل في بيئات أكثر هرمية.</p>
<p>وعندما نضيف إلى ذلك وجود قيادات من جنسيات وخلفيات مهنية متعددة، يصبح تطوير القيادة أكثر تعقيداً مما قد يبدو للوهلة الأولى.</p>
<p>ولهذا، لا يمكن لبرامج التطوير أن تفترض وجود جمهور واحد أو أسلوب واحد يناسب الجميع.</p>
<p>بل ينبغي أن تساعد القادة على التنقل بين هذه الاختلافات، وتكييف أساليب التواصل والتأثير واتخاذ القرار بما يتناسب مع كل موقف، دون أن يفقدوا وضوح الرؤية أو الاتساق في القيادة.</p>
<p><strong><u>من نقل النماذج إلى ترجمتها</u></strong></p>
<p>لا تزال النماذج العالمية في تطوير القيادات تمثل مصدراً مهماً للمعرفة. فالكفاءات مثل المرونة المعرفية، والاتزان الانفعالي، والتفكير الاستراتيجي، أثبتت قيمتها في كثير من البيئات.</p>
<p>لكن السؤال الحقيقي ليس:</p>
<p>هل ينبغي أن نستخدم هذه النماذج؟</p>
<p>بل:</p>
<p>كيف نوظفها بطريقة تعكس واقع مؤسساتنا؟</p>
<p>وهذا يتطلب طرح أسئلة قد لا تكون مريحة دائماً:</p>
<ul>
<li>ما السلوكيات القيادية التي ترتبط فعلاً بالنجاح في مؤسساتنا؟</li>
<li>هل نُقيّم القادة بناءً على جوهر أدائهم، أم بناءً على أسلوبهم في الظهور؟</li>
<li>ما العوامل غير الرسمية التي تؤثر في نجاح القيادة، ولا تعكسها أطر الكفاءات الحالية؟</li>
</ul>
<p>المؤسسات التي تطرح هذه الأسئلة لا تكتفي بتطبيق أفضل الممارسات العالمية، بل تطور فلسفتها القيادية الخاصة؛ فلسفة تستفيد من المعرفة العالمية، لكنها تنطلق من واقعها التنظيمي والثقافي.</p>
<p>أما المؤسسات التي تكتفي بنقل النماذج كما هي، فقد تنجح في تنفيذ برامج تطوير متقنة، لكنها قد تجد صعوبة في تحقيق تغيير سلوكي مستدام.</p>
<p><strong><u>نحو تطوير قيادي أكثر ارتباطاً بالواقع</u></strong></p>
<p>مع استمرار التحولات التي تشهدها الدول العربية، سيظل تطوير القيادات أحد أهم الاستثمارات التي تعتمد عليها المؤسسات لبناء مستقبلها.</p>
<p>لكن المؤسسات التي ستحقق الأثر الأكبر لن تكون بالضرورة تلك التي تمتلك أكثر البرامج تطوراً أو أكثر المناهج تعقيداً.</p>
<p>بل تلك التي تمتلك الشجاعة لمواءمة تصميم برامجها مع واقعها الثقافي والتنظيمي.</p>
<p>فالنماذج القيادية يمكن نقلها.</p>
<p>أما فاعلية القيادة، فلا تتحقق إلا عندما تُترجم إلى واقع المؤسسة وسياقها.</p>

										<content:encoded><![CDATA[<p>أصبحت أدوات تقييم المواهب اليوم أكثر تطوراً من أي وقت مضى. فالاختبارات النفسية، ومراكز التقييم، وأطر الكفاءات القيادية أصبحت جزءاً أساسياً من ممارسات العديد من المؤسسات في القطاعين العام والخاص. ومع ذلك، فإن جودة القرارات التي تُبنى على هذه الأدوات لا تعتمد عليها وحدها.</p>
<p>ففي كثير من الأحيان، لا تكمن المشكلة في كيفية قياس المواهب، بل في كيفية تفسير ما تكشفه نتائج التقييم.</p>
<p>على مدار أكثر من خمسة عشر عاماً، أتيحت لي فرصة إجراء ومراجعة أكثر من ألفي تقييم للقيادات في جهات حكومية، وشركات عائلية، ومؤسسات دولية تعمل في المنطقة. وخلال هذه الفترة، شهدت الأدوات والمنهجيات المستخدمة تطوراً ملحوظاً، وأصبحت أكثر دقة ونضجاً. إلا أن أكثر الأخطاء التي لاحظتها لم تكن أخطاءً في القياس، بل في تفسير النتائج واتخاذ القرارات بناءً عليها.</p>
<p>وهنا يبرز السؤال الأهم: ليس ما إذا كنا نقيس المواهب بصورة صحيحة، بل ما إذا كنا نفهم حقاً ما الذي تقيسه هذه الأدوات.</p>
<p><strong><u>هل تكفي الأدوات لتحقيق الموضوعية؟</u></strong></p>
<p>لا شك أن استخدام أدوات تقييم منظمة يسهم في زيادة الاتساق بين المقيمين، ويحد من كثير من أشكال التحيز الفردي. لكن الموضوعية لا تتحقق بمجرد استخدام اختبار نفسي أو إطار كفاءات معتمد.</p>
<p>فالبيانات وحدها لا تكفي؛ إذ تبقى قيمتها رهناً بكيفية تفسيرها.</p>
<p>بل تحتاج إلى قراءة دقيقة تأخذ في الاعتبار السياق التنظيمي، وثقافة المؤسسة، وطبيعة الدور القيادي، وحتى توقعات أصحاب القرار.</p>
<p>وتزداد أهمية ذلك في المؤسسات العاملة في الدول العربية، التي تشهد تحولات متسارعة في ظل برامج التنمية الوطنية، والتحول الاقتصادي، والتحول الرقمي، والاستثمار المتزايد في بناء القيادات. وفي مثل هذه البيئات، لم يعد النجاح القيادي يعتمد فقط على المحافظة على الاستقرار، بل يتطلب أيضاً القدرة على قيادة التغيير بفاعلية.</p>
<p>ورغم ذلك، لا تزال بعض المؤسسات تعتمد نماذج للكفاءات طُورت في سياقات مختلفة، ثم تُطبق كما هي، دون التحقق من مدى انسجامها مع الواقع القيادي في المنطقة.</p>
<p>وهنا تبرز أسئلة تستحق التأمل:</p>
<ul>
<li>هل نبالغ في تقدير الحزم، ونغفل أهمية التأثير وبناء العلاقات؟</li>
<li>هل نخلط بين الطلاقة في اللغة الإنجليزية والقدرة على التفكير الاستراتيجي؟</li>
<li>هل نعتبر الثقة بالنفس دليلاً على الجاهزية لتولي أدوار قيادية أكبر؟</li>
</ul>
<p>هذه ليست أخطاء في الأدوات، بل في الأحكام التي نبنيها عليها. وربما لهذا السبب، لا يكفي تطوير أدوات التقييم ما لم يترافق مع تطوير القدرة على تفسير نتائجها واتخاذ أحكام أكثر دقة.</p>
<p><strong><u>الأداء المرتفع لا يعني بالضرورة إمكانات مرتفعة</u></strong></p>
<p>من أكثر الأخطاء شيوعاً في قرارات الترقية افتراض أن أفضل من يحقق النتائج اليوم سيكون بالضرورة أفضل من يقود المؤسسة غداً.</p>
<p>في بيئات العمل سريعة النمو، كثيراً ما تتم ترقية أصحاب الأداء المرتفع، أحياناً تقديراً لإنجازاتهم، وأحياناً استجابةً لضغوط العمل. لكن النجاح في دور تشغيلي واضح المعالم لا يعني بالضرورة القدرة على تحقيق النجاح في أدوار تتطلب التعامل مع الغموض، وصنع القرار في ظل معلومات غير مكتملة، وقيادة التغيير.</p>
<p>وتشير الأدبيات العلمية باستمرار إلى وجود فرق بين مؤشرات الأداء ومؤشرات الإمكانات المستقبلية. فالإمكانات ترتبط بخصائص مثل سرعة التعلم، والمرونة المعرفية، والقدرة على تنظيم الانفعالات، والتفكير المنظومي. وهذه الجوانب غالباً ما تكون أكثر قدرة على التنبؤ بالنجاح القيادي مستقبلاً، لكنها في الوقت نفسه أكثر تعقيداً في القياس والتفسير.</p>
<p>ولعل السؤال الذي ينبغي أن تطرحه المؤسسات على نفسها هو:</p>
<p>هل نكافئ ما أثبت نجاحه في الماضي، أم نستثمر فيما سيصنع النجاح في المستقبل؟</p>
<p><strong><u>الثقافة ليست تفصيلاً ثانوياً</u></strong></p>
<p>نادراً ما تكون المؤسسات العاملة في الدول العربية متجانسة ثقافياً. ففي المؤسسة الواحدة قد يعمل قادة وموظفون من خلفيات وطنية وثقافية متنوعة، ولكل منهم تصور مختلف لما تعنيه القيادة الفاعلة.</p>
<p>فما قد يُنظر إليه على أنه حسم في موقف معين، قد يراه آخرون اندفاعاً.</p>
<p>وما يبدو تحفظاً أو هدوءاً في سياق ما، قد يعكس في سياق آخر وعياً سياسياً أو نضجاً في إدارة العلاقات.</p>
<p>ولهذا، فإن فهم السياق الثقافي ليس إضافة اختيارية في تقييم القيادات، بل جزء أساسي من جودة التقييم نفسه.</p>
<p>فالممارسة المبنية على الأدلة لا تعني تطبيق النماذج العالمية بصورة جامدة، وإنما تعني توظيف الأدلة العلمية في ضوء السياق الذي تُتخذ فيه القرارات.</p>
<p><strong><u>عندما تتداخل السياسة مع تقييم المواهب</u></strong></p>
<p>لا تُتخذ قرارات المواهب في فراغ.</p>
<p>فالأولويات الاستراتيجية، واعتبارات أصحاب المصلحة، وثقافة المؤسسة، وطبيعة الحوكمة، وحتى متطلبات التوطين وتنمية الكفاءات الوطنية، كلها عوامل تؤثر في كيفية تفسير نتائج التقييم.</p>
<p>هذه الاعتبارات ليست مشكلة بحد ذاتها؛ فهي جزء طبيعي من عمل أي مؤسسة معقدة.</p>
<p>لكن التحدي يبدأ عندما يتحول التقييم إلى إجراء شكلي؛ يُنفذ لأنه مطلوب، دون أن يكون له أثر حقيقي في قرارات التطوير أو الترقية أو التعاقب الوظيفي.</p>
<p>عندها، تصبح عملية التقييم وسيلة للامتثال، لا لبناء القدرات.</p>
<p><strong><u>نحو قرارات أكثر نضجاً</u></strong></p>
<p>مع استمرار التحولات التي تشهدها المؤسسات في الدول العربية، ستتغير متطلبات القيادة بوتيرة أسرع من كثير من نماذج الكفاءات الحالية.</p>
<p>ولن تكون المؤسسات الأكثر نجاحاً هي تلك التي تمتلك أحدث أدوات التقييم، بل تلك التي تمتلك القدرة على مراجعة افتراضاتها باستمرار؛ افتراضاتها حول الأداء، والإمكانات، والجاهزية، والثقافة، وما يعنيه النجاح القيادي في المستقبل.</p>
<p>وربما يكون السؤال الأهم ليس:</p>
<p>هل نمتلك أدوات لتقييم المواهب؟</p>
<p>بل:</p>
<p>هل نستخدم هذه الأدوات لتوسيع فهمنا وتحدي افتراضاتنا، أم فقط لتأكيد ما نعتقده مسبقاً؟</p>
<p>من واقع خبرتي، يبدو الفرق بين هذين النهجين بسيطاً في البداية، لكنه مع مرور الوقت يصنع الفارق بين مؤسسة تستثمر في بناء قياداتها بصورة منهجية ومستدامة، وأخرى لا تكتشف نقاط الضعف في خطها القيادي إلا عندما تصبح تكلفة معالجتها أعلى بكثير.</p>

<p>Organizations often seek a clear return on investment.</p>
<p>Improved performance.</p>
<p>Higher engagement.</p>
<p>Greater retention.</p>
<p>Stronger business outcomes.</p>
<p>These indicators are valuable.</p>
<p>But leadership development rarely produces immediate or isolated effects.</p>
<p>Leadership influences decisions, relationships, culture, and team performance over extended periods. Its impact unfolds through countless interactions rather than single measurable events.</p>
<p>This makes leadership development fundamentally different from many other organizational investments.</p>
<p><strong><u>Activity Is Not the Same as Impact</u></strong></p>
<p>Organizations frequently measure what is easiest to observe.</p>
<p>Participation rates.</p>
<p>Program completion.</p>
